The Performance Plans tab is linked to the user's profile. This page includes the following sections: User Data, Plan Information, and Officials. Administrators have the capability to update and manage the user's relevant personnel information, individually assign, edit, and oversee rating cycle groups, templates, user roles, as well as rating and reviewing official roles for their organization and subordinate entities, and to create and manage performance plans.
To access this page:
- Click Admin.
- Click Manage Users under Users & Permissions.
- Select the user from the Name column. It will open to the Personal Information tab.
- Navigate to the Performance Plans tab. Here are the fields and descriptions for the Performance Plans tab in the Administration: Users & Permissions module of USA Performance:
User Data Section
Pay Plan* – Required field specifying the employee’s federal pay plan (e.g., GS, SES). “ZZZ” is used for employees who are not rated.
Series – Identifies the employee’s occupational series (e.g., 0343, 0301), used for classification and reporting.
Grade – Indicates the employee’s grade level within the pay plan.
Title – The employee’s official position title.
Position Description # – Field for entering the employee’s position description number, if the agency tracks this information.
Level – Drop-down menu that appears for Executives (e.g. ES, EV, FJ, SW)
Plan Information Section
Rating Cycle Group – Selects the performance cycle (e.g., FY2025) that determines the plan year and timeline.
Assigned Template – Allows administrators to assign a performance plan template that will be used for creating the employee’s plan.
Performance Review Board – Selects the group of members and chair to review and sign the plan.
Higher Level Reviewer – Allows administrators to assign an individual to review the rating and the sign the plan if requested by the executive if they do not agree with the rating official.
Create New Plan (Button) – Generates a new performance plan for the user using the selected rating cycle group and template.
Filter Records (Search Field) – Filters existing plans in the table below by keyword (e.g., year, title, status).
Performance Plan Table Columns
Year – The appraisal year for which the plan applies.
Title – The name or position title associated with the plan.
Organization Name – The organization or office the plan belongs to.
Begin Date – The official start date of the performance cycle for that plan.
End Date – The end date of the performance cycle.
Plan Status – Indicates whether the plan is Draft, Active, Finalized, Closed, etc.
Rating Cycle Group – The rating cycle assigned to the plan.
Link to Plan – Usually a hyperlink that allows administrators to open and view the employee’s performance plan.
Action – Contains available actions (e.g., deleting or modifying the plan), depending on permissions.
Display Records (Dropdown) – Controls how many plans appear per page.
Pagination Controls – Allows navigation between multiple pages of plan records.
Officials Section
Reviewing Official – The supervisor who reviews and approves performance plans and evaluations.
Secondary Reviewing Official – Additional reviewer, if the agency uses a multi-level review structure.
Rating Official – The supervisor responsible for evaluating the employee's performance and assigning ratings.
Secondary Rating Official – Optional field for a second rating official (e.g., matrixed or dual-reporting environments).
Save (Button) – Saves updates to officials or plan configurations.
