The User Certification Report is available only to Agency level administrators and serves as a registry of active users with access to USA Performance. Administrators that have not signed in for 90 days or more, and any user without administrative privileges that have not signed in for 200 days, are considered a security and privacy risk; therefore, should be deactivated prior to report certification in the user profiles or within the User Certification Report.
Security protocols require that administrators certify this report no later than ten days after the start of each month (1/11, 2/11, etc.). A task will appear on the dashboard of agency level administrators and remain until the certification is complete.
Generate the User Certification Report
1. Click Reports.
2. Click User Certification Report.
- The User Certification Report will be displayed. Below are the descriptions of the columns:
Select User(s) – Checkbox column allowing administrators to select one or multiple users for certification or deactivation.
Name – Displays the full name of the user (e.g., employee, rating official, or administrator).
Email – Lists the user’s official government email address associated with their USA Performance account.
Organization – Identifies the user’s assigned office or division within the agency.
Parent Org – Shows the higher-level organizational unit (parent office) to which the user’s organization belongs.
Pay Plan-Series-Grade – Indicates the user’s pay system and grade (e.g., GS-0304-15) for identification and reporting purposes.
Created Date – The date the user’s USA Performance account was originally created in the system.
Last Login Date – Shows the most recent date and time the user accessed USA Performance; helps track account activity.
Compliance – Displays whether the user is Compliant or Non-Compliant based on system security requirements (e.g., inactivity over 200 days or outdated certification).
Admin Roles – Lists any administrative permissions or special roles assigned to the user (e.g., HR Administrator, Office Administrator).

Proxy Rights to This Account – Shows whether another user has proxy access to this account (allowing them to act on behalf of the user).
- Users that pose a potential security and privacy risk will be identified in the Compliance column as Non-Compliant or Compliant.
- To display additional records, utilize the drop down to select 25, 50, or 100 records. Use the navigation buttons on the right to view additional pages.
Certify the User Certification Report
- Select the checkbox under the Select User(s) column of the user.

Click Certify Users if all the following apply: Administrators have reviewed the agency user certification list; inactivated users who no longer work for the agency; and removed administrative rights for users within the agency whose responsibilities no longer include USA Performance administration duties.

Confirm the action. Click Certify.
- A confirmation notification will appear.
Deactivate users
Administrators can also deactivate inactive users prior to certifying active users within the User Certification Report.

Select the checkbox under the Select User(s) column of the user. Click Deactivate Users.

Confirm the action. Click Yes, Deactivate.
