An administrator creates an SES template in USA Performance to establish a standardized, policy-compliant framework for Senior Executive Service performance plans. The template ensures that required OPM Critical Elements, weighting rules, and standard performance language are applied consistently across the agency, while still allowing for agency-specific performance expectations. By defining these elements in advance, administrators streamline performance plan creation, promote fairness and comparability in evaluations, and ensure alignment with Presidential priorities and agency mission requirements before plans are issued to individual executives.
Create SES Template
- To create a new template, click Create Template.
Here are the field descriptions:
Filters & Page Controls
- Create Template (Button) - A button that initiates the setup as a reusable template that can be used to pre-populate future forms.
- Filter records - This field allows you to search or limit the records shown based on specific information you enter—such as template names, organization, or other attributes.
- Display Records (Drop Down) - Allows the user to control how many records are shown on the page at one time.
- First, Previous, Next, Last - A set of options that allow the user to choose which subset of records to display.
Column Definitions

- Template Name - The full name or title assigned to a saved template, used to identify and select the template within the system.
- Organization - The agency, sub-agency, or component to which the PRB group belongs.
- Created By - Identifies the user (system account or individual) who originally created the record or template.
- Created Date - The system-generated date and time indicating when the record or template was initially created.
- Last Updated By - Identifies the user (system account or individual) who most recently modified the record or template.
- Last Updated - The system-generated date and time indicating when the record or template was last modified.
- Status - Indicates the current state of the record or template within the system (e.g., In Draft, Finalized).
- The Template Name tab will open the Create SES Template page. Two fields are required for template creation: Organization and Template Name.
- From the Organization field, select an organization from the drop-down menu.
- For the Template Name field, enter a unique template name based on your agency’s internal naming convention. Click Save.
- A successful message will appear. You will not be able to finalize the template until Critical Element 5 rating method is updated in the Critical Elements tab. Proceed to the Critical Elements and Progress Review and Rating Settings tabs for review and update according to your agency’s policy before clicking Finalize Template.
