Administrators can specify which rating and reviewing officials decide if an individual plan qualifies for eOPF. They can also set default eOPF eligibility based on the plan purpose. This page lets administrators manage who authorizes appraisals for eOPF submission and configure default eligibility rules for each performance plan type, ensuring compliance and minimizing manual work during appraisal season.
- Click Admin from the navigation bar.
Click Manage eOPF Eligibility Settings under System Configuration.
- Under eOPF Eligibility Adjudication, select Rating Official and/or Reviewing Official. Selecting the role will indicate which role can determine eOPF eligibility on individual plans. Click Save Settings.

eOPF Eligibility Adjudication
These settings specify the official’s signature required to certify an appraisal as eligible for submission to the electronic Official Personnel Folder (eOPF). One or both options may be selected.
Rating Official (Radio Button): Selects the Rating Official as the adjudicator whose signature determines whether an appraisal is ready for eOPF submission.
Reviewing Official (Radio Button): Choose the Reviewing Official as the adjudicator for eOPF eligibility.
Default eOPF Eligibility Controls
These settings define which plan purposes are automatically marked as eligible for eOPF submission unless overridden on individual plans.
- Eligible for eOPF (Checkboxes): Enables administrators to toggle default eOPF eligibility for each plan purpose. If checked, new plans under that purpose will default to eligible for eOPF submission.
Plan Purpose (Labels): Lists the available performance plan types. Administrators configure eligibility for each:
Annual – Standard yearly performance plan
Detail – Temporary assignment or detail plan
Extended – Extended plan beyond typical cycle
Interim – Mid-cycle or short-term plan
Separation – For departing employees
Transfer – For employees moving between organizations
WGI – Within-Grade Increase-related plan
Other – Miscellaneous plan types not fitting above categories
Not Provided – Used when the plan purpose is not specified
Action Buttons
Save Settings: Saves all updates to eOPF adjudicator selection and default eligibility checkbox settings.
Cancel Changes: Discards any unsaved updates and restores the previous configuration.
