The Manage Performance Standards Library page allows administrators to create, manage, and review groups of performance standards that define rating-level expectations for elements, ensuring consistency, accuracy, and alignment across all performance plans.
- Click Admin.
- Click Manage Performance Standards Library under Other Performance Configuration.
- The Performance Standards Library tab will allow administrators to view all standards groups previously created. Below are the fields and descriptions for the Performance Standards Library page:

Show Options
Standards I Can Edit – Displays only the performance standards groups the user has permission to modify.
Standards I Can Assign to Elements – Displays standards that the user may attach to performance elements.
All Standards – Displays all performance standards groups in the library, regardless of edit or assignment access.
Pay Plan (Dropdown): Filters standards based on the pay plan (e.g., GS, SES, SL/ST) they apply to.
Series (Dropdown): Filters standards by occupational series if applicable (e.g., 0343, 0301).
Grade (Dropdown): Filters standards by grade level relevance.
Filter (Button): Applies the selected pay plan, series, and grade filters to the list.
Display Inactive Performance Standards Groups (Checkbox): When selected, includes inactive or archived standards groups in the results.
Search (Field + Button): Searches by keyword across standard group names or other table fields.
Reset (Button): Clears search criteria and restores the full default list.
Create Performance Standards Group (Button): Opens the form to create a new group of performance standards (e.g., rating-level text for an element).
Performance Standards Table Fields
Performance Standards Group: The name of the standards group (clickable to open for editing). Each group contains rating-level text such as Level 1–5 descriptions.
Organization: Shows which organization owns or manages the standards group within USA Performance.
Number of Standards/Levels: Indicates how many rating levels exist in the group (e.g., 3, 4, or 5 levels depending on the performance system).
Pay Plan–Series–Grade: Displays applicability to certain pay plans, series, or grades (often “N/A” for general standards).
Created By: Indicates the user who originally created the standards group.
Last Updated By: Shows who most recently modified the standards group.
Last Updated Date: Timestamp providing audit visibility into the most recent update.
Status: Indicates whether the standards group is Active (available for use) or Inactive (not available for new assignments).
Table Controls
Display Records (Dropdown): Select how many records appear on a page (e.g., 10, 25, 50).
Pagination Controls (First, Previous, Page Numbers, Next, Last)
Navigate between pages when multiple records exist.
