The Admin page is where users with the appropriate permission profile manage USA Performance plan configurations and template settings for their organization. Administrative activities performed here include:
Users & Permissions
Manage Users – Allows administrators to add, edit, or deactivate user accounts and update user information.
Assign User Officials – Assigns users to official roles (e.g. Rating Official, Reviewing Official) within the organization.
Import Records – Efficiently manage user accounts, organizations, and official assignments in bulk by uploading prepared data files using the provided import templates (e.g., for users, officials, agency identifiers, SSNs, and organizations).
Assign User Roles – Grants users' specific permissions and system access levels (e.g., rating official, PRB member, Rating Official).
Assign Rating Cycle Groups – Associates users with the appropriate rating cycle group to ensure performance plans align with the correct appraisal period.
System Configuration
Manage Organizations – Defines and maintains the agency’s organizational hierarchy and structure within USA Performance.
Manage Rating Cycle Groups – Creates and manages rating cycles (e.g., annual appraisal periods) that determine performance plan timelines.
Submit Performance Appraisals to eOPF – Submits completed and approved performance appraisals to the electronic Official Personnel Folder (eOPF) for permanent recordkeeping.
Manage eOPF Eligibility Settings – Controls which records or users are eligible for eOPF submission, ensuring compliance with agency policy.
SES Configuration
Manage SES Templates – Creates, edits, or deletes Senior Executive Service (SES) performance plan templates used to standardize appraisal forms.
Manage PRB Groups – Manages Performance Review Board (PRB) membership groups responsible for reviewing and recommending SES/SP performance ratings.
Assign PRB Groups to Executives – Links PRB groups to specific SES/SP executives for review of their performance plans and ratings.
Assign SES Template – Assigns an existing SES plan template to specific executives, ensuring consistency across SES appraisals.
Other Performance Configuration
Manage Performance Element Library – Maintains a repository of performance elements (e.g., “Technical Competence,” “Customer Service”) that can be used in employee plans.
Manage Performance Standards Library – Houses standardized performance standards text that defines expectations for each rating level.
Manage Strategic Goals – Manages the list of agency strategic goals that employees and executives align their performance plans to.
Manage Non-SES Templates – Creates and maintains non-SES plan templates for General Schedule (GS) or other non-executive employees.
Assign Non-SES Template – Assigns non-SES templates to employees to initiate or update performance plans.
